Message filters not working

I recently changed our filters to only receive messages from our preferred age range. This does not seem to be working, still getting messages from all ages.

Is there something I'm doing wrong?

The worst 1 is the public picture filter....if a user has friend only pics, the filter counts them as public and allows them to message

Because historically they have been public photos and have then been moved to friends only by the user.
