Yeah they can unfortunately, suppose the threads would look a bit bizarre with missing posts though

I've seen this said twice in two days but reading the rules this isn't mentioned that I can see.

Closest is rule 9. j) do anything which may negatively affect other Users’ enjoyment of the Service;

Am I wrong or is this implicitly stated but I missed it?
