Despite setting the Filters....i keep getting messages from people with out photos on there profiles

Despite having the Message Filters set not to get messages from members without profile photos....I keep getting them....so whats the use in the filters?

Some people will make one public to get around that filter then hide it again once message is sent

It would appear that if they have friends only pics they can message without even making them public.
