Is their a system that detects if multiple users use the same picture or is it all done by a mod?

Must be just down to mods. There is a fake profile that is set up every couple of days in our area, pretty much uses the same set of pics on a rotation basis. Would have thought that if pics were reported and subsequently proven as porn off the net and the profile removed, some sort of recognition software would automatically pick it up the next time they were used, but obviously not...
