msg from unverified person

Ive got a message from someone who isnt verified either by photo, or by others. I have filtered not to get msgs from unverifieds so how did this get through?? (i havent sent this person a msg first)

I suspect he has messaged you before and you have replied. The message filters only block people you haven't exchanged messages with before
