Profile Picture Changes

I've just tried to change my avatar to a picture set to private and a message popped up saying that an avatar can only be selected if it is in the public gallery.

Just curious as to know the reason for this change?

I've just checked, I got the same message.

I wonder what would happen if you set it to public, set it as your avatar, then changed it back to private...

I'm trying to figure out why this had changed.

If its private, why would you want it as a public profile picture?
