Why do I still get loads of these when I’ve always have the filter on to stop them messaging me but they still keep coming

I take it you are referring to the Browse / Search page, producing search results without pics, when you selected "profiles with public photos only" as a search parameter?

It's broken. That's the simple answer. It's been broken for years. Because people have learned to live with it nothing has been, or is likely to be done about it.
