Fix on unblocking in chat

We've fixed a bug whereby if you unblock a user in chat, that block was not "persisted" through to the site.

Unblocking someone in chat now also correctly removes that user from your site block list.

excellent, especially as many users, myself included have accidentally blocked instead of docked our friends lol x
