What is to stop people who have been banned from the forum closing their accounts and then reopening them with a new name?

One did just that. Their ban got reinstated once they were discovered.

Nothing, but if found out they get another ban. If you THINK ( I say think as sometimes people are totally wrong ) that someone is using another profile to get around a perm forum ban then report the profile so it can be checked please
