People you can't message on search

Simple question,

Why do people whom I can't message (e.g. age restriction) still appear on my search. Nothing worse than seeing a smoking hot milf looking for someone of my description only to find out I can't message them as they only have age restriction of let's say 28years old + or what ever other age..
