I have noticed that this comes up with people I have blocked, is it safe to delete them from my block list

This means admin have put a ban on the profile......yes feel free to delete.

It means you have blocked the profile. Leave them in your block list, they cannot contact you or see your profile and vice versa.

If you delete them from your block list, so far as we understand, they will effectively become 'unblocked'

No. It's what you see if you have blocked someone.

Sorry wifey your wrong.

That same text does come up when the profile is banned but also now comes up when you have blocked someone, or they have blocked you.
