Can't fab pics

On some profiles when I look through pictures the facility to fab them is not there?? Is this something that the person can set??

Yes you can opt out of having your pics fabbed

i noticed if im on laptop . U click on enlarge image and can then fab ?

Not if the profile has set to not allow fabbing.
