cant there be a button to mark time wasters just like varyfications so people don't get messed about by them and waste time and fuel

Problem is many people's definition of a time waster varies and as someone else has pointed out, its open to all sorts of abuse. You politely turn a guy down, he gets bitter and reports you as a time waster.
