Return of the photo thief!

I previously posted in this forum (2 or 3 days ago) about a single guy using one of our pictures as his profile picture. It was removed two days ago and now it is back ..........as his profile picture! I can only think that he is doing this so that it is clearly visible and to stick two fingers up at us and the site admin! Is there anyway that the cycle can be broken or do we just need to monitor the situation and repeatedly report this idiot?
