If you've been banned from uploading images the only people who can change that are site admin. Removal of any functionality is down to them and them alone and always done for a reason.

You'll need to contact them via the links on the homepage (I've put below) and request a review, but as with any restrictions on functions, if you don't hear back then you can assume the review has been done and the block will remain.
