Could local updates be done on a radius from your set postcode?

For instance in the great Northwest, if you happen to live in a Manchester postcode on the west side of Greater Manchester. You are surrounded by Bl,Wn,Ch and Pr postcodes which are a lot closer than some of the M postcodes on the opposite side of GM.

Just a thought.
