What are the rules on abuse and threatening behaviour?

As I've reported one account 6/7 times since receiving multiple abusive and threatening messages; the account is still live.

Normally if the report is verified they will recieve a warning or disabled. Reports can take up to 48 hours to be looked at, sometimes longer if busy .
