No public photos on profile

Why do we occasionally get messages from people who has no public photos on their profile although we've blocked them in message settings?

They make a picture public send the message and then set their picture back to private.

The filter is pretty pointless as it has such a simple work around but to me anyone who is willing to do that to bypass a filter isn't worthy of of my time.

They have to have a public picture at the time of sending the message. Most times it is people just working round the filter by changing their photo setting just to send the message then switching it back.

We had another message this morning without public photos it gets annoying especially when we've blocked people without public photos.

Does the public photos include profile photos or is it just photos in general?

Not sure if it includes a profile picture to be honest.

It's photos in general. You must have at least one photo (not counting the profile pic).
