Since videos depicting watersports are freely available on internet I doubt it's a legislation issue. What ever one's own taste for such things I think it more likely owner"s preference. A line drawn in the sand.

Except that acts such as watersports was banned in 2014 and this was overturned in 2019 so it’s perfectly legal
