There's something weird about the way search results are returned. Try a search for 18-38, then 18-39 and then 18-40. Despite being in the range, some users aren't returned.

Are search results being cached? In one search a user is online in the next (changing the age range by just one year) they were last online 9 minutes ago.

Do you use the age range setting that are looking for as for the second one just like online it takes time to register when off which is normal on online
