Some Cam icons not showing

Using the webpage Chat page, if you click on the Camera icon at the top of a room, it will sort the list of people with those on cam listed at the top.

But some of those in that list, whilst clearly on cam based on the chat, do not have a cam icon showing which I can click on.

Is this a function of their 'block' settings? If so, where do I configure blocking my video feeds?

You won't be able to view their cam if they've blocked you or you've blocked them, but likewise, they won't be able to see your cam feed
