Is there anything in the rules that say a profile cannot have a Time Wasters List & the reasons why?

You can add you own personal notes about a profile via the "Add a private note" option from the menu from the profile page.

Making public comment about users however is against the site rules as mentioned above

Name and shame

Please don't name and shame other users. There's no way for us to police this so if you have a problem with another user, please REPORT them privately to Admin (via the report link on the profile), and block them. Admin will review, resolve.
