Message filter dont work

Have my filter set to "must have public pics to message us" but we are still getting messages from ppl without public pics.

Very easily got around, and many do this. They make a picture public, message, then put the picture back to private

It's an easy one to do . I have mine set too. All they have to do is message then hide it
