Site Rules.. Why the secrecy?

I've seen mention on several threads about Site Rules... But I can't find any link to these anywhere. I did an earlier post asking if anyone could tell me but a moderator closed the thread before anyone could answer which is odd. I'm not trying to be clever or awkward.. If there are rules regarding posting stuff surely it's worth telling people where they can be read?
