"You've already had some great advice here, I'll add a few more bits. 1) have something that makes you stand out from the crowd, something that will encourage people to come to you, or at least notice you. If you're into BDSM, taking a flogger, a pinwheel or a paddle can work, people get intrigued. If it's fancy dress, then do make an effort but not too far for you not to be comfortable wearing the outfit.
