Can blocked profiles veiw cam

No, but in order for them to be fully blocked you may have to exit the site then log back in again

I`ve noticed that someone that I believe has blocked me was talking in a room last night but I couldn`t see anything that they`d written? Would that be correct too?

Yes, if somebody has you blocked you then you cannot see their cam in chat or what they type in chat.

I am not sure of they can still see your cam or what you type in chat.
