Can't get cam to work on phone

I have tried following the advice re using desktop site and have tried with puffin browser and with flow.

The only bar showing on the top of my screen has the exit cross and the enlarge/minimise option.

What am I doing wrong?

If u use the puffin browser and access the desktop site its supposed to work
