How about making your cam private by default and people could ask to view your cam, I normally just go on there to chat to friends and it winds me up when people just lurk on your cam without saying anything, You could have a options like the allow private msgs & pokes box and tick the ones you want,

Open to all

Friends only

Males

Women

Couples

People on cam only

It might get more people going on cam
