Can people you have blocked still see you if you are on cam.

On the whole, NO. There are two exceptions:-

1) If you have blocked someone DURING a chat session and if they already had your cam docked, they will be able to see your cam until they click off it. Leaving and re-joining the room doesn't get them off your cam - the only way is to wait until THEY click off your cam.

2) Only about 500 'blocks' take effect in the chat rooms.

Other than these exceptions, people who you have blocked during previous chat sessions can't see your cam.
