I think any netbook running Windows xp, vista, 7, 8, or 10 should work, though most netbooks are underpowered. Apple tablets don't let you broadcast as Apple refuse to work with Adobe and most cam broadcasts require adobe flash.

The puffin browser broadcasts just fine on my android tablet. Not tried it on my phone yet.
