I would like admin to give me an explanation as to why I have a 4 hour ban out of chat?

Considering at the time i'd only said hello to a few people as i'm mainly watching f1?

Admin wont answer on the forum anyway so you need to contact them directly using the link at the bottom of the page and ask them the question that way.
