Are they frowned upon? I get the feeling they might be. Sometimes I just message someone directly to tell them they have a great profile, nothing more than that.

they arent always unwelcome but it is worth bearing in mind that the bloody pop up box gets annoying especially if you were in the middle of typing a message into the room. If it could have been said in the room then its worth saying it there instead

The polite and reasonable way is to ask in the room first. That saves annoying people and possibly getting a more positive response....
